Minimum wage increases in 2024

In 2024, the minimum wage was set to increase in 25 states. The increases range from $0.23 in Michigan (a 2.23% increase from 2023) to $2.00 in Hawaii (a 14.29% increase from 2023).

  • 22 increases were set to take effect on January 1, 2024;
  • two were set to take effect (in Oregon and Nevada) on July 1, 2024; and
  • one was set to take effect in Florida on September 30, 2024.

Going into 2024, 20 states used the federal minimum wage rate of $7.25, and 30 states provided for state minimum wages above the federal minimum wage.

After 2024 increases, minimum wages were set to be highest in Washington ($17.00 per hour) and California ($16.00 per hour). Minimum wages were set to be the lowest in Georgia and Wyoming, where the states' $5.15 minimum wages are superseded by the federal government's $7.25 per hour requirement.

HIGHLIGHTS
  • The largest increase was in Hawaii from $12.00 in 2023 to $14.00 in 2024, a 14.29% ($2.00 per hour) increase.
  • Wages were increased by an average of $0.86 in states increasing wages in 2023.
  • The average state minimum wage, including D.C., in 2024 was $10.69, up from $10.47 in 2023.
  • Two ballot measures in California qualified for the 2024 ballot. One measure would increase the minimum wage to $18 per hour by 2026 and the other measure asks voters whether to uphold or repeal Assembly Bill 257 (AB 257), which would establish a fast-food council authorized to increase the minimum wage of workers in the fast-food industry to $22 per hour and regulate working hours and conditions.
  • From 1996 to 2022, there were 28 minimum wage increase measures on the ballot. Voters approved 26 (92.86%) and rejected two (7.14%). There were no minimum wage ballot measures on the ballot in 2023.
  • The last time that voters rejected a minimum wage increase measure was in 1996, when measures were defeated in Missouri and Montana.

    2024 minimum wages

    The average state minimum wage in 2024 is $10.69.

    The top five highest 2024 statewide minimum wages were set to be as follows:

    • Above $17.00 in Washington, D.C. after it is adjusted for inflation in July 2024;
    • $17.00 in Washington;
    • $16.00 in California,
    • $15.69 in Connecticut; and
    • $15.13 in New Jersey.

    The lowest minimum wages based on state law were $5.15 in Georgia and Wyoming, which were lower than the federal government's requirement. When the state rate is lower than the federal rate, the federal minimum wage of $7.25 supersedes state law for most types of employees. Twenty (20) states used the federal minimum wage rate of $7.25.

    Increases in 2024

    Effective January 1, 2024

    Twenty-three increases were set to take effect on January 1, 2024, in the following states:

    • New York: On January 1, 2024, the minimum wage was set to increase to $16.00 per hour in New York City, Westchester, and Long Island, and to $15 per hour for the rest of the state. To read more about New York's regional minimum wages, see the regional minimum wages section below.
    • Alaska: Voters approved Ballot Measure 3 in 2014 that increased the state's minimum wage from $7.75 per hour to $8.75 beginning January 1, 2015. It increased again on January 1, 2016, to $9.75 per hour. From that point on, the minimum wage was set to be adjusted based on inflation, or to remain $1 higher than the federal minimum wage, whichever amount is greater. The wage was set to increase from $10.85 to $11.73 in 2024.[1][2]
    • Arizona: Arizona's minimum wage increased from $13.85 to $14.35 on January 1, 2024. In 2016, voters approved Proposition 206, which was designed to increase the minimum wage each year until reaching $12.00 in 2020 and index the wage to inflation beginning in 2021.[3]
    • California: California's minimum wage increased from $15.00 to $15.50 on January 1, 2023. In 2015, the California State Legislature passed Senate Bill 3 as a compromise with the labor union behind a citizen-initiated measure that would have increased the minimum wage faster. SB 3 was set to increase the minimum wage each year until reaching $15.00 in 2022 and tie the minimum wage to inflation thereafter. The wage was set to increase to $16.00 in 2024.[4]
    • Colorado: Colorado's minimum wage increased from $13.65 to $14.42 on January 1, 2024. Amendment 70, approved by voters in 2016, was designed to increase the state's minimum wage to $12 by January 1, 2020, and to index it to the CPI thereafter.
    • Connecticut: The wage was set to increase from $15.00 per hour to $15.69 per hour on January 1, 2024, as a result of the state's first inflation adjustment following the passage of Act 19-4 in 2019.[5]
    • Delaware: On July 19, 2021, Delaware Governor John Carney (D) signed Senate Bill 15 into law. The bill increased the state's minimum wage from $11.75 per hour to $13.25 on January 1, 2023. The bill was designed to raise the minimum wage to $15 per hour by 2025.[6]
    • Hawaii: Act 114 of 2022 set the minimum wage for Hawaii to be $12 beginning on October 1, 2022, $14 beginning on January 1, 2024, $16.00 per hour on January 1, 2026, and $18.00 per hour on January 1, 2028. Rates for tipped employees are allowed to be $1.00 below the minimum wage beginning on October 1, 2022, $1.25 below the minimum wage beginning on January 1, 2024, and $1.50 below the minimum wage beginning on January 1, 2028.[7]
    • Illinois: Illinois' minimum wage increased from $13.00 to $14.00 on January 1, 2024, based on legislation signed in 2019.[8]
    • Maine: Maine's minimum wage increased from $13.80 to $14.15 on January 1, 2024. Question 4 was designed to increase the minimum wage until reaching $12.00 in 2020 and index the wage to inflation beginning in 2021.[9]
    • Maryland: Maryland's minimum wage increased from $3.25 to $15.00 on January 1, 2024, for all employers. Before 2024, wages were higher for employers with 15 or more employees.[10]
    • Michigan: Michigan's minimum wage increased from $10.10 to $10.33 on January 1, 2024. Under Senate Bill 1171 of 2018, the then-current general minimum wage of $9.25 an hour was set to increase to $9.45 beginning January 1, 2019, and then increase by a prescribed amount every following January 1 until reaching $12.05 beginning January 1, 2030. There were no further increases after the wage reaches $12.05.[11]
    • Minnesota: Minnesota's minimum wage increased from $10.59 to $10.85 per hour for large companies. The wage for small companies in Minnesota was set to rise from $8.63 to $8.85. Passed in 2014, the state's law increased the minimum wage to $9.50 in 2017 and indexed increases to annual changes in inflation after that.[12]
    • Missouri: Missouri's minimum wage increased from $12.00 to $12.30 on January 1, 2024. Voters in Missouri approved Proposition B on November 6, 2018. Proposition B was designed to increase the minimum each year until reaching $12 in 2023 and index the wage to inflation beginning in 2024.[13]
    • Montana: Montana's minimum wage increased from $9.95 to $10.30 on January 1, 2024. In 2006, voters approved Initiative 151, which increased the minimum wage to $6.15 in 2007 and indexed the minimum wage to inflation beginning in 2008.[14]
    • Nebraska: Initiative 433 approved by voters in 2022 was designed to increase the minimum wage to $10.50 on January 1, 2023, until reaching $15.00 on January 1, 2026. The wage was set to increase to $12.00 in 2024.
    • New Jersey: New Jersey's minimum wage increased from $14.13to $15.13 per hour on January 1, 2024. In February 2019, New Jersey passed a bill (A15) that raised the state minimum wage to $15 per hour by 2024.[15]
    • Ohio: Ohio's minimum wage increased from $10.10 to $10.45 on January 1, 2024. In 2006, voters approved Amendment 2, which increased the minimum wage to $6.85 in 2007 and indexed the minimum wage to inflation beginning in 2008.[16]
    • Rhode Island: Rhode Island's minimum wage increased from $13.00 to $14.00 per hour on January 1, 2024. On May 20, 2021, Rhode Island Governor Dan McKee (D) signed a bill into law that was designed to raise the minimum wage to $15.00 per hour by 2025.[17]
    • South Dakota: South Dakota's minimum wage increased from $10.80 to $11.20 on January 1, 2024. In 2014, voters approved Measure 18, which increased the minimum wage to $8.50 in 2015 and indexed the minimum wage to inflation beginning in 2016.[18]
    • Vermont: The Vermont State Legislature overrode Governor Phil Scott's (R) veto of Act 86 in February 2020. The bill was designed to increase the state's minimum wage. On January 1, 2023, the wage was set under the bill to increase by either 5% or by a percentage increase based on changes to the consumer price index. The wage increased from $13.18 to $13.67 in 2024.[19]
    • Washington: Initiative 1433, approved by voters in 2016, was designed to increase the state's minimum wage to $13.50 per hour by January 1, 2020, and to index the minimum wage to the CPI every year after. Initiative 1433 increased the state's minimum wage from $14.49 to $15.74 per hour on January 1, 2023. The wage was set to increase to $17.00 per hour in 2024.

    Effective July 1, 2024

    • Oregon: On July 1, 2023, the standard minimum wage increased in Oregon from $13.50 to $14.20. Beginning July 1, 2024, the wage was set to increase based on changes to the Consumer Price Index. The wage for Portland Metro was set to increase $1.25 over the standard wage while nonurban counties were set to be $1 less than the standard wage. Passed in 2016, the legislation for the state's minimum wage divided the state into three regions, which get different rate increases. On July 1, 2023, the minimum wage in portions of the three counties classified as the metropolitan Portland urban growth area increased from $14.75 to $15.45 — $1.25 above the standard minimum wage. The minimum wage increased in the 15 counties classified as standard from $13.50 to an amount based on changes to the Consumer Price Index. The minimum wage increased in the 18 counties classified as nonurban from $12.50 to $13.20 — $1.00 less than the standard minimum wage.     • Nevada: Legislation passed in 2019 provided for increases to the state's two-tiered minimum wage. Employees who receive employer health benefits were set to receive $10.25 while those who did not receive employer health benefits were set to receive $11.25. Nevada Question 2 of 2022 increased the minimum wage for all employees in Nevada to $12 per hour beginning July 1, 2024, removing the two-tiered wage system.[21]

    Effective September 30, 2024

    • Florida: Florida's minimum wage will increase from $12.00 per hour to $13.00 per hour. On November 3, 2020, voters approved Amendment 2 by a vote of 60.82% to 39.18%. The initiative was designed to increase the state's minimum wage, which was $8.56 in 2020, to $15.00 per hour by September 2026.[22]

    States with regional minimum wages

    In 2016, both New York and Oregon passed laws increasing state minimum wages. Both states divided counties between categories and gave them each a different minimum wage rate.[23] In Oregon, the counties were divided between the metropolitan Portland, standard, and nonurban.[24]

    New York

    In New York, the minimum wage varies between counties classified as New York City, Long Island, and Westchester, and the rest of the state (known as upstate). On January 1, 2024, the minimum wage increased in the 54 counties composing upstate New York from $14.20 to $15.00. In New York, the minimum wage varies between regions and business sizes. The minimum wage outside of New York City, Long Island, and Westchester was set to increase to $16.00.[23]

    Oregon

    Beginning July 1, 2024, the wage was set to increase based on changes to the Consumer Price Index. The wage for 2024 is calculated by the Oregon Bureau of Labor and Industries by April 30 of each year.[25]

    On July 1, 2023, the standard minimum wage increased in Oregon from $13.50 to $14.20.     From 1996 to 2022, there were 28 minimum wage increase measures on the ballot. Voters approved 26 (92.86%) and rejected two (7.14%).[26]
