One hundred fifty-eight (158) statewide ballot questions[1] were certified for spots on 42 statewide ballots in 2014.

Twelve of these measures were on pre-November ballots, leaving 146 for a decision on November 4. Of all 158 measures, 102 were approved and 56 were defeated.

Voters weighed in on some of the nation's most contentious topics during the November 4, 2014 elections. Hot-button topics featured on statewide ballots included abortion, criminal justice, education funding, gambling, guns, immigration, insurance, the minimum wage, parental rights, redistricting, salaries of government officials, state courts, state government spending, taxes and voting rights.

Number of measures

2014 had an unusually low number of statewide ballot measures. The last time the number of statewide ballot measures dipped below 160 was in 1988.

In 2012, voters saw 188 statewide ballot questions. That number was lower than the 194 average for even-numbered years since 2000. After all statewide ballot measures were finalized for the year, it became apparent 2014 would perpetuate this downward trend since the 2006 high point of 226 measures.

2014 was particularly notable for the low number of initiated measures. Though 616 initiatives were filed, a mere 35 initiated measures went before voters. The last time this number dipped below 36 was in 1974. The low number of initiatives may have been due to the dozens of regulations on the initiative process that were enacted leading up to 2014 that made it tougher for initiative supporters to qualify initiatives for the ballot. Statewide ballots in 2012 featured 50 initiatives, significantly more than the number of those certified in 2014. 2010 ballots boasted 46, slightly fewer than 2012 but still 11 more than in 2014.

Initiatives were not the only measures failing to match previous years' tallies, as 2014's total number of measures was dramatically less than that of the past two even-numbered election years. Even legislatively referred constitutional amendments, which were the most prominent type of measure featured on state ballots in 2014, were light when compared to previous years.

Legal type of measures

Legislatively referred constitutional amendments dominated the ballot, making up 91 out of the total 158 questions. Additionally, there were 35 initiatives, five veto referendums, 20 legislatively referred state statutes, one automatic ballot referral, one commission-referred ballot measures and five advisory questions certified for statewide ballots.

Local ballot measures are a feature of local elections in nearly every state. Local ballot measures can relate to school districts (tax and bond measures), cities, counties and special districts.

Some political topics of significant interest pop up on local ballots around the country. They provide a sense of how different local electorates are viewing particular political disputes. Ballotpedia's staff covered local ballot measures related to these topics in 2014:

Election results

In 2014, there were seven election dates at which statewide measures appeared on the ballot. For the year, a total of 102 measures were approved by voters during six primary elections and the general election, while 56 were defeated. One measure in Ohio was approved by voters during the May 15 primary election. Two measures in California were approved by voters during the state's June 3 primary election. One North Dakota measure was approved during the state's June 10 primary election, and one Alabama measure was approved during the state's July 15 primary election. August 5 saw primary elections in both Missouri and Michigan. Voters in Michigan handily approved Proposal 1, which addressed taxes. Results in Missouri were somewhat less straightforward initially, with voters approving two measures, defeating two others and leaving one - the contentious Amendment 1 - too close to call. Amendment 1 was ultimately approved by a narrow margin. Voters took to the polls during the August 19 primary election in Alaska to decide the fate of Ballot Measure 1. For approximately a week afterwards, the results were too close to call due to outstanding absentee and early voter ballots.[3] However, it was eventually determined that voters defeated the measure by a narrow margin.[4]
