The Texas University Fund Amendment was not on the ballot in Texas as a legislatively referred constitutional amendment on November 7, 2023.[1]

The amendment would have renamed the National Research University Fund to the Texas University Fund and established an ongoing revenue source from the accrued interest of the economic stabilization fund.[2]

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Texas State Senate and the Texas House of Representatives.

This amendment was introduced as Senate Joint Resolution 5 on March 10, 2023. On April 11, 2023, the state Senate passed SJR 5 by a vote of 30-1.[1]
