The Texas Rainwater Harvesting or Graywater System Property Tax Exemption Amendment was not on the ballot in Texas as a legislatively referred constitutional amendment on November 7, 2023.[1]
The amendment would have authorized the state legislature to allow county commissioners court to exempt from ad valorem taxation the assessed value of property related to rainwater harvesting or greywater system installation.[2]

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Texas State Senate and the Texas House of Representatives.
Two versions of the amendment were passed in the state House. House Joint Resolution 141 was introduced on March 15, 2023. HJR 141 included two constitutional amendment questions. The other question related to property tax exemptions for farm products. On May 8, 2023, the state House passed HJR 141 by a vote of 129-2 with 19 not voting. House Joint Resolution 25 was introduced on February 28, 2023, and passed on May 11 by a vote of 110-27 with 12 not voting.[1]
