The Texas Property Tax Appraisal Limit Amendment was not on the ballot in Texas as a legislatively referred constitutional amendment on November 7, 2023.[1]

The amendment would have decreased the annual property tax appraisal limit from 10% to 5% and included real property in the property tax appraisal limit.[2]

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Texas State Senate and the Texas House of Representatives.

This amendment was introduced as House Joint Resolution 1 on March 2, 2023. On April 13, 2023, the state House passed HJR 1 by a vote of 140-9 with one present and not voting.[1]
