The Texas Increased Homestead Exemption for School District Property Taxes Amendment was not on the ballot in Texas as a legislatively referred constitutional amendment on November 7, 2023.[1]
The amendment would have increased the homestead exemption for school district property taxes from $40,000 to $70,000. It also would have provided that school districts are entitled to additional state aid to cover the loss of local revenue. Texans last approved an increase in 2022 with the passage of Proposition 2, which increased the exemption from $25,000 to $40,000.[2]

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Texas State Senate and the Texas House of Representatives.
This amendment was introduced as Senate Joint Resolution 3 on March 1, 2023. On March 22, 2023, the state Senate passed SJR 3 in a vote of 31-0.[1]
