Background

  • Since 1989, an average of 15 state questions have appeared on the ballot in the odd-numbered years.
  • In 2003 there were 22 proposed constitutional amendments on the Texas ballot. That number of proposed amendments set a 20-year record. 1989 was close, with 21 proposed amendments.
  • Altogether, Texans have voted on 162 proposed constitutional amendments in the last 20 years.
  • Texans have approved 89.5% of the constitutional amendments they've been asked to consider since 1989. In some years, every proposed amendment was approved. This includes the approval of all 19 amendments in 2001, all 22 in 2003 and all 16 in 2007.
  • Conversely, 10.5% of statewide ballot questions in the past 20 years have been defeated.
