Mike Pence ended his presidential campaign on October 28, 2023.

I know we can bring this country back. We can defend our Nation and secure our border. We can revive our economy. We can put our Nation back on a path to a balanced federal budget. We can defend our liberties and give America a new beginning for life. But it will require new leadership—in the White House and the Republican Party![1]

—Mike Pence (June 2023)[2]

Mike Pence (R) was the former vice president of the United States. He served alongside President Donald Trump (R) from 2017 to 2021. He officially filed to run for president on June 5, 2023.[3] Pence withdrew from the race on October 28, 2023.[4]

Pence highlighted the economy, abortion issues, and his religious background as central themes of his campaign.[5] Pence said he would make the tax cuts passed during the Trump administration permanent, reduce fiscal spending, and support investment in domestic energy production and security at the U.S.-Mexico border.[6] Pence also said he would appoint federal judges who would "stand for the sanctity of human life" and said he would "not relent until we restore the sanctity of Life to the center of American law in every state in the land!"[5][7]

Before assuming office as vice president, Pence served as the governor of Indiana from 2013 to 2017, and as a member of the U.S. House of Representatives from 2001 to 2013.

Biography

Pence was born in Columbus, Indiana, in 1959. He graduated from Hanover College with a bachelor's degree in history in 1981. He continued his education at Indiana University School of Law, earning his J.D. in 1986.[8][9]

Pence began his professional career in private practice. He also led the Indiana Policy Review Foundation from 1991 through 1993 and hosted a syndicated talk radio show called The Mike Pence Show.[8][9]

He first entered politics as a precinct committeeman for the Marion County Republican Party. He made two unsuccessful runs for the U.S. House against incumbent Rep. Philip Sharp (D) in 1988 and 1990. In 2000, he ran for the U.S. House again, this time winning the race for Indiana's 2nd Congressional District.[8]

While in Congress, Pence was named the chairman of the Republican Study Committee in 2005. He became chairman of the House Republican Conference in 2011.[8]

Pence was elected the 50th governor of Indiana in 2012. After announcing he intended to run for a second gubernatorial term, Republican presidential nominee Donald Trump selected Pence as his running mate. Pence was elected on November 8, 2016, and sworn in as vice president of the United States on January 20, 2017.[8]

Pence listed the following policy positions on his campaign website as of October 26, 2023.

Ending Inflation
JOE BIDEN’S INFLATION NIGHTMARE Inflation has gone up across the board, but prices for some necessities have increased even faster than the national inflation average. Americans are facing huge price increases on many essentials thanks to President Biden’s policies.

  • The price of ground beef has increased by 20% under President Biden.
  • The price of chicken breast has increased by 29% under President Biden.
  • The price of pork has increased by 15% under President Biden.
  • The price of potatoes has increased by 31% under President Biden.
  • The price of gas has increased by 60% under President Biden.
  • The price of bread has increased by 25% under President Biden.
  • The price of eggs has increased by 51% under President Biden.

ADDRESSING THE CAUSES OF INFLATION
There are multiple causes of inflation that must be addressed through a comprehensive economic agenda. Looking at leading causes of inflation in the economy it becomes painfully clear that President Biden has done almost everything in his power to increase the prices of everything from food to energy to cars and make the crisis worse.

Unprecedented and Unnecessary Washington Spending: President Biden’s most egregiously inflationary policy is without question his unsustainable and unnecessary spending binge. In 2021, his first year in office, President Biden spent a record-breaking $6.9 trillion dollars, a 77% increase from the $3.8 trillion spent in 2016. Of that amount, $2.7 trillion was borrowed from other countries like China.

Federal spending and deficits drive inflation in a number of ways. First, when the government prints and borrows more money than it takes in from tax revenue, it puts new currency into circulation and reduces the value of the dollar. The more federal dollars in the economy, the less each is worth.

In addition to devaluing the American dollar, runaway spending turns the federal government into a competitor to U.S. consumers for resources and products. The more the government purchases directly or through subsidized social programs, the more producers can raise prices.

Biden’s War on American Energy: One of President Biden’s first orders of business at the White House was to declare war on American-produced energy. On his very first day in office, Biden took executive action to stop all gas and oil production on public land. From that day until now, this President has made it clear that he opposes the production of affordable American energy.

The result of President Biden’s anti-energy policies has been predictably higher costs for American families and more reliance on foreign adversaries. Since Biden took office, electricity has increased by 25% and gas has gone up 60%. Higher prices for energy are passed on to consumers and increase the cost for every product that is grown on a farm, built in a factory, or shipped on a truck.

Flawed Federal Reserve Policy: The Federal Reserve’s dual mandate requires that monetary policy in this country be implemented with two, often contradictory goals in mind. Under the dual mandate, the Fed is required to focus on both “price stability and maximum sustainable employment.”

During the pandemic, the Fed artificially dropped interest rates in order to fulfill their responsibility to promote job growth. Cheaper, more abundant money made it easier for sellers to increase prices and made inflation worse. Now, Chairman Powell is dramatically increasing interest rates to respond to the crisis by making cars and homes more expensive and likely pushing the U.S. economy towards a recession.

These jarring shifts in Federal Reserve monetary policy send shockwaves through the economy and result in a cycle of recessions and inflation. Instead of focusing on jobs and inflation, the Fed should be solely concerned with keeping interest rates stable and fighting inflation. Fostering American jobs should be up to the policies implemented by the President and Congress.

Supply Chain Mismanagement: American businesses both large and small have faced supply chain challenges ranging from high costs of shipping to delivery delays. Unfortunately, American economic policies, red tape, taxes, logistics, and permitting have made it more profitable for businesses to ship goods from overseas than to produce them domestically.

According to U.S. News and World Report, America ranks behind China, India, Vietnam, Malaysia, Mexico, Indonesia, and Brazil when it comes to the best countries to start a new business. Our war on private industry has pushed manufacturing and services industries to other countries and now we are paying the cost through higher prices to ship goods and services back home.

The Pence Administration will create the conditions to bring production back to this country by removing regulatory burdens, enacting pro-growth tax policies, and ensuring access to abundant American energy. We will fight inflation by making America the best place to do business again.

JOE BIDEN’S SPENDING SPREE
After the U.S. deficit increased during the pandemic, Washington should have started the process of responsibly reducing stimulus spending and reining in deficits. Joe Biden did the exact opposite.

President Biden has gone on an unprecedented spending spree over the last two and half years. His unnecessary, irresponsible government spending has fueled inflation across the country.

  • March 2021: President Biden pushed through a $1.8 trillion COVID spending bill known as the “American Recovery Plan.” The unnecessary bill came months after the COVID vaccine was released and cases were dropping rapidly. The bill included hundreds of billions in wasteful spending, including $350 billion that went directly to fund record-breaking state budget surpluses.
  • November 2021: The President signed a $1.2 trillion infrastructure stimulus bill called the “Infrastructure Investment and Jobs Act.” Despite massive amounts of inflationary federal spending which contributed to rising costs of raw materials and construction, the new bill did nothing to prevent recent rail disasters, fix our broken air traffic control systems, or avert unprecedented flight cancellations.
  • August 2022: Democrats controlling Congress and President Biden collude on passage of the ironically named “Inflation Reduction Act.” The legislation included $500 billion in tax breaks, subsidies, and spending for favored manufacturing and green energy industries. Not only did the government handouts increase spending, but they also established the federal government as customers competing for products and driving up costs.
  • June 2023: President Biden signed the so-called “Fiscal Responsibility Act” which suspended limitations on government borrowing until 2025. The bill could result in almost $3 trillion in new borrowing but only included $245 billion in spending caps according to CBO.

CUTTING GOVERNMENT SPENDING AND WASTEFUL PROGRAMS
Vice President Pence is already scouring federal budgets to identify areas where spending can be responsibly cut, and wasteful programs eliminated. The following is an initial list of major savings that have been pinpointed for reduction. These simple steps would save taxpayers over $1.2 trillion.

  • Repeal President Biden’s unfair student loan forgiveness scheme that punishes Americans who didn’t go to college, saving $400 billion.
  • Require federal agencies to eliminate wasteful improper payments from federal programs. Payments to fraudulent beneficiaries cost taxpayers $247 billion in 2022 alone.
  • Eliminate the Environmental Protection Agency (EPA) and shift its authorities to other relevant agencies, saving $23.7 billion this year alone and over $250 billion in ten years.
  • Immediately freeze non-defense spending as we audit government agencies, saving $160 billion in 2025.
  • Fully defund Joe Biden’s IRS Army, saving $70 billion. (The recent budget deal rescinded $1.4 billion from the IRS agent increase.)
  • Rescind $66 billion that Biden and Democrats gave to Amtrak in 2021, a for-profit rail company that predicts it will lose $1 billion a year in perpetuity.
  • Repeal Biden’s recent handout to Tesla and GM in the form of new subsidies for electric car battery manufacturing, saving $30.6 billion.
  • Cut the “Residential Clean Energy Credit,” Biden’s new, green handout for remodeling homes, saving $22 billion.
  • Eliminate tax credits for people who purchase electric vehicles – which directly supports Chinese manufacturing – saving $14.2 billion.
  • End Elizabeth Warren’s “Consumer Financial Protection Bureau,” saving $3.4 billion.

Energy Expansion
Expanding the production and distribution of American energy must be a critical priority for the next President. The global demand for every kind of energy is rapidly increasing and will continue to grow for decades to come. Politicians like President Biden have purposefully blocked American energy production and put the nation’s economy and security at risk.

President Pence will set a clear goal of overtaking China as the world’s number one energy producer. By 2040, the United States can meet the energy demands of our own country while becoming the world’s top supplier of energy.

In order to win the future, America must have the energy capacity to independently power our economy and lead the world’s energy future. By lifting artificial government restrictions, ending preferences, and encouraging private production of every variety of American energy, President Pence will make certain America leads the world again.

A Clear Case for American Energy Leadership
First and foremost, energy of all varieties is an abundant natural resource in the United States. The extraction, production, transportation, and delivery of energy is an economic opportunity that can transform lives and communities here at home. By creating the conditions for long-term energy development, President Pence’s policy will spur job growth and fight inflation with lower energy prices.

Second, demand for all sources of energy will continue to increase for decades to come. Democrats can pretend that fossil fuels somehow are not a part of the world’s energy future, but Biden’s own Department of Energy has clearly admitted that demand for oil, gas, and coal is increasing. Access to energy has lifted the standard of living across the world. Developing countries are demanding more energy and want to work with a stable partner like America. If we don’t answer the call, China will.

Third, energy is vital to our national security. As the war in Ukraine and energy crisis in Europe have demonstrated, energy is a geopolitical weapon. While President Biden is unilaterally dismantling American energy production, countries around the world are looking for American energy leadership. Under Biden, China is gaining a critical energy foothold around the world while America recoils from the stage. We must produce and export every type of energy to maintain our influence around the world.

Biden’s War on Energy
Democratic energy policy under the Biden Administration has been based on the deception that fossil fuels are not a part of the world’s energy future. According to the Department of Energy, the world consumption of liquid fuels like oil and gas is expected to increase 36.7% from 92.1 million barrels per day in 2020 to 125.9 million barrels per day in 2050. The world consumption of natural gas is expected to increase 31.3% by 2050.

Instead of dealing with reality, the Biden Administration has declared war on the domestic extraction and production of fossil fuels. On his very first day in office, Biden took executive action to stop all new gas and oil leases on public land.

Biden policies on energy have increased costs and weakened our country. That is why President Pence will make it his clear goal to make America the number one producer of energy once again. This includes all forms of U.S. energy. We will accomplish this goal because it will help our economy, lower prices for Americans, answer global demand, and restore leadership around the world.

RESTORING AMERICA ENERGY SUPREMACY
Once elected, President Pence will implement a comprehensive plan for an energy future without burdensome federal restrictions, without preferences for certain types of energy, and without delay. We will become the world’s number one energy producer again by implementing the following policies.

Immediately End Biden’s War on Domestic Energy
The very first thing that President Pence will take on to spur domestic energy production is to order agencies to unwind the myriad of regulatory and legal roadblocks created by President Biden. This Administration has systematically slow-walked oil and gas leases around the country while simply canceling other lease sales. In addition to withdrawing more areas in Alaska from oil and gas development, Biden has repeatedly delayed required federal plans for offshore oil and gas leases and halted construction of pipelines. The new “Social Cost of Carbon” rules give federal agencies extraordinary new power to regulate every type of energy. President Pence will immediately take executive action to review and remove every Biden era regulation that reduces energy production, impedes economic growth, or increases consumer prices.

Cut Permitting Approval Time in Half
The amount of time that it takes for the federal bureaucracy to approve energy development projects in the United States is one of the biggest reasons that America is falling behind when it comes to energy production. Since the year 2000, the time it takes an energy infrastructure project to go from the point of its first permit being filed to becoming operational has gone from two years to over five years in 2022. What is worse is the fact that the permitting process is rapidly diminishing energy transmission capacity. Only 21% of electricity transmission projects proposed between 2000 to 2017 are online. These delays destroy jobs and increase costs. President Pence will take executive action to fast track these approvals and reform the National Environmental Policy Act (NEPA) to cut permitting times in half and get domestic energy online. Fast tracking pipeline approval will rapidly increase the distribution of oil and natural gas through projects like the Keystone Pipeline.

Open Drilling on Federal Land
The first step President Biden took to increase oil and gas prices was to freeze all production leases and permits on federal lands. The results have been disastrous. While Biden’s leasing ban was tied up in federal courts, the number of new permits for drilling plummeted from 4,900 in 2021 to 2,900 in 2022. Simply put, the government is cutting off oil drilling at the time when prices are rising, and American energy leadership is shrinking globally. Just last month Biden submitted rules to increase the fee for drilling royalties for the first time since 1920 and hike production costs by more than 33%. Our competitors are controlling the spigot and setting prices because we refuse to lead the world in oil production. President Pence will not ignore the fact that drilling technology makes it possible for America to lead the world and take advantage of the shale revolution by opening federal lands for leasing.

Remove Restrictions on Natural Gas Production and Distribution
Natural gas is an abundant American resource that currently provides 32% of all domestic energy. Unfortunately, President Biden’s proposed methane rules will have a chilling impact on the extraction and production of natural gas through hydraulic fracturing. By immediately dismantling these regulations, President Pence will unleash jobs across the heartland and lower heating costs. By cutting down permitting times and deregulating liquified natural gas (LNG) infrastructure rules, America will build more pipeline capacity and export terminal facilities. Expanding our leadership in natural gas production and exporting this crucial global commodity is key to regaining energy independence and national security.

Establish Source-Neutral Energy Policies
President Pence’s energy policies will truly be “all of the above” and focus on surpassing China’s energy production by any means necessary. Federal agencies will be given the clear directive to break down barriers to exploration, extraction, and production of any source of domestic energy. This includes petroleum, natural gas, coal, nuclear power, biomass, ethanol, wind, hydroelectric, solar, or geothermal. Even though renewables currently provide only 12% of energy in the United States today, they serve a place in America’s energy future. President Pence will implement policies to spur development of all energy sources by lifting regulations, such as those that prohibit year-round access to E15 ethanol blends.

Increase Refining Capacity
Sine 1982, the number of refineries in the U.S. has fallen from 301 to 129. Not surprisingly, our nation’s oil refining capacity is dropping under President Biden. One reason why the U.S. cannot currently become energy independent today is because we lack refining capacity, and many of our refineries are designed to work with foreign crude. To fully tap our vast oil reserve the U.S. needs to build refining capability. Environmental extremists have discovered that they can drive up oil prices and reduce supply by impeding the creation of domestic refineries. Their plan is working. Over the past 40 years, only 13 new refineries have gone online while 172 have shuttered. We need to turn that stat on its head. President Pence will start repealing the host of refinery regulations put in place in recent years and establish goals to increase refinery capacity. He will also scrap rules like the New Source Performance Standards, meant to limit refining in the name of unrealistic federal climate goals.

Access America’s Rare Earth Minerals
China continues to dominate the world in their extraction and processing. The Chinese now produce 63% of all rare earth minerals and process 85%. President Biden – while pretending like he had a plan to open America’s mineral resources – actually restricted access and blocked mining rights across the country. The current federal position on U.S. mineral mining is amorphous and ad hoc. The Department of Interior must review its current critical mineral extraction and processing procedures to maximize American production of rare earth minerals. President Pence will lift recent bans of mining on federal land and expedite the approval of rare earth mineral extraction and processing.

Replenish the Strategic Petroleum Reserve
President Biden’s targeted attack on the production of gas and oil in America resulted in less U.S. oil production and an immediate increase in oil prices. Since Biden took office, the price of gasoline has increased by 60%. When Americans demanded relief from Biden’s self-induced gas inflation crisis, he cynically drained America’s emergency oil reserve rather than approve leases and permits. The raid on the nation’s Strategic Petroleum Reserve (SPR) has reduced emergency oil stocks to the lowest level since 1983, all just to provide President Biden with political cover. President Pence will make it the policy of his White House to replenish 300 million barrels of emergency oil reserves without restricting crude oil exports.

Stop the Legal Assault on Energy
The Biden Administration has unleashed a new weapon in the war on American energy – policies that encourage environmentalists to file thousands of spurious lawsuits to slow down domestic oil and gas leases. Left wing groups constantly file lawsuits against domestic energy production as a tactic to delay legitimate projects and drive up the costs of energy. Now, President Biden is encouraging extremists to continue their legal barrage by delaying leases and permits in cases pending before the courts. The Administration has no legal reason to stop these projects from going forward. This is simply a new policy that encourages lawsuits even when they have little chance of success. President Pence will immediately restart all of these projects, eliminate the Department of Justice’s “Office of Environmental Justice,” and stop policies that help extremists use the courts to stop domestic energy production.

Remove Regulations That Increase Electricity Costs
Throughout his administration, President Biden has pursued policies that would punish traditional energy companies and increase the cost of electricity for American consumers, from “Power Plan 2.0” to his completely unfeasible mandate of zero-emissions by 2050. The end result is that electricity prices are up 25 percent since the start of the Biden Administration – a crushing blow to families already struggling under higher prices for housing, food, and transportation. Combined with his aggressive push to phase out gas-powered cars in favor of electric vehicles, his policies will continue to drive consumer electricity costs higher. Recognizing the importance of affordable energy, President Pence will roll back the regulatory burdens that are driving up electricity costs.

Reject Government Energy Preferences That Distort Markets One of the most counterproductive energy policies in recent memory is the widespread use of the government to artificially influence energy demand. While the government has worked to limit oil, coal, and gas production, it subsidizes green energy at the expense of taxpayers. The outcome is a system that haphazardly funds energy sources that cannot even be used because of other regulatory barriers. At the same time, distortive ESG rules are designed to limit investment in fossil fuels and must be repealed. The government will never expand domestic energy development as well as the private sector. President Pence will not pick winners and losers in the energy market and will oppose any legislation that expands taxpayer subsidies for any forms of energy.

Provide Long-Term Certainty In recent years, energy policy in the U.S. has changed dramatically based on who is President. After decades of a pro-U.S. energy status quo, Presidents Obama and Biden have both attacked American energy production. In order to provide certainty that future Presidents cannot alter, Congress must pass laws that statutorily guarantee access to energy development and extraction while setting specific timetables for government leases and approvals. President Pence will work with Members of Congress to enact long-term permitting reform, minimum timelines for leasing and permit approval, protect energy extraction methods, and build on the positive reforms contained in the recently passed House bill H.R. 1.

Protecting and Expanding Federalism

When crafting the Constitution, America’s founding fathers took care to include strong checks and balances that limit the power of the federal government and protect our rights. Essential to this revolutionary system of government was the concept of federalism – vesting the majority of political power to states and local jurisdictions instead of Washington, D.C. In recent years, as the federal government has grown, the power of the people has slowly been eroded.

Our country must return to the ideals of federalism. Returning political power back to the states, cities, and communities gives Americans the greatest autonomy and freedom over their own lives.

When elected President, Mike Pence will be committed to returning the power of governance to the local level, as our founding fathers intended. In an effort to accomplish that goal, he will champion the following policies that will immediately return power to states and the people of this country.

Eliminate the Department of Education and Deliver Educational Funds Directly to States
Control over the education of children should be vested in the hands of parents working at the local level with their community schools. It certainly should not be run by Washington bureaucrats using the power of federal purse strings to use K-12 education as a liberal social experiments. President Pence will work with Congress to eliminate the unnecessary Department of Education and return that funding and decision-making back to parents. The $24 billion currently spent by bureaucrats will be returned to states with the one restriction that states taking federal dollars must grant children the flexibility to use their tax dollars at the school of their choice – public or parochial. We can end federal control, eliminate the Department of Education, and enact universal school choice in one fell swoop.

Provide States with Federal Healthcare Funds and Flexibility
The 2010 federal healthcare law known as the “Affordable Care Act,” or more commonly called Obamacare, created a federally controlled healthcare system that included new mandates and costly requirements for states. Since Obamacare was enacted with its Washington-based control of American healthcare, health insurance premiums have doubled, and the country is now facing a doctor shortage. Our top-down system needs to be reformed. Federal spending on insurance subsidies and low-income healthcare services should be given to the states in the form of flexible block grants. States should have the ability to allocate healthcare dollars toward policies and plans that work best for their populations.

Grant Millions of Acres of Federal Land Back to States
During the 20th century, our government’s policies toward land shifted from the goal of disseminating it to states and individuals to obtaining and retaining land in the hands of Washington. The federal government owns a staggering 28% of all land in the country. That adds up to 640 million acres of land across the country. Property under federal control is not only off limits to private or state development but is increasingly being mismanaged by bureaucrats. The agencies tasked with overseeing federal lands across the country have failed to properly maintain these precious natural resources and federal lands now face a maintenance backlog of over $35 billion. The Pence Administration will begin identifying and selling land back to states and individuals to revert millions of acres from the federal government to better stewardship from states.

Give States the Authority to Administer All Federal Welfare Programs
The federal government oversees a patchwork of overlapping and duplicative welfare programs that have failed to help low-income families achieve the American dream. In total, there are over 80 different federal programs designed to assist Americans living in poverty that cost over $400 billion each year. Our Washington-based welfare system is inefficient, expensive, and confusing for the people who need it the most. Rather than layer these programs across multiple agencies and administer them through an army of bureaucrats, funding to help the needy should be consolidated into simple grants and given to the states. President Pence will work with Congress to turn over these programs and funding to the states where they can be tailored to meet the needs of individuals while helping people achieve success.

Return Control of Highway Trust Fund Spending to States
Federal funding for roads and bridges in America is taken from individuals through gas taxes at the pump, then sent to Washington, then redistributed back to states through a series of complicated formulas. During the process, highway funds are tied to federal restrictions and requirements that drive up the costs of construction. This inefficient process is one of the main reasons that we are facing federal highway funding deficits and a Highway Trust Fund that will soon be insolvent. States should be freed from unnecessary federal requirements so more money can be spent on construction. The next time that highway spending is reauthorized, President Pence will engage with Congress to devolve more non-interstate federal highway dollars directly back to the states to prioritize projects without federal strings attached.

Prohibit Any Regulations that Impose Unfunded Mandates on States
Government regulatory agencies often implement rules that have imposed substantial costs on state and local governments. At the same time, Congress passes scores of laws every year that includes mandates on state governments or preempt state and local law. Unfunded mandates on states and regulatory compliance costs erode the Tenth Amendment and the principle of federalism that this country was founded upon. As President, Pence will enforce a new regulatory standard that will review all new rules for costs and burdens they will impose on states.

Convert All Federal Housing Programs to State Administered Block Grants
Through the Department of Housing and Urban Development, the federal government operates over one dozen programs that provides rental and housing assistance to individuals. Like welfare programs, these federally centered housing plans have resulted in a housing policy that keeps people in poverty. Even worse, evidence has shown that HUD policies have, in some cases, encouraged segregation. Rental assistance programs should not be controlled by bureaucrats in Washington. These programs need to be reformed to ensure that states and localities with direct knowledge of their communities are in charge of assistance. President Pence will work to make sure that happens.

Enact Rules and Legislation to Limit the Federal Use of Eminent Domain
The constitutional use of eminent domain by the federal government to take control of state and local lands has been abused by Washington in recent years. President Pence will oppose excessive use of eminent domain and enact legislation to ensure that property owners are compensated when the government deprives them of the use of that property. In order to do so, he will implement a high administrative standard for the federal government to even consider the use of eminent domain. Under the Pence Administration, there will be no place for the use of eminent domain to advance green energy priorities at the expense of private property rights.

Day One Executive Action

Mike Pence knows that the purpose of government is to protect American lives and to protect our God-given freedoms.

As President, Mike Pence will spend his first day in the White House unwinding Biden’s disastrous economic agenda, securing our border, defending unborn life, ensuring the safety of every American, and protecting children from the radical transgender agenda.

While we must work with Congress to pass our aggressive legislative agenda, there are immediate steps that must be taken to restore America. On his first day in office, President Pence will take the following Executive Actions.

Protect American Security

  • Ensure America’s global military dominance
  • End Department of Defense focus on social and transgender programs
  • Detain and deport illegal immigrants at the border
  • Reinstate the Remain in Mexico policy
  • Instruct federal agencies immediately restart border wall construction
  • Surge resources for law enforcement personnel in higher crime areas
  • Defund district attorneys who put criminals back on the streets
  • End politically motivated Department of Justice investigations

Protect American Workers

  • Freeze non-defense federal spending
  • Reverse Biden energy Executive Orders to unleash American energy
  • End work from home for federal workers
  • Reinstate rules that protect work for independent contractors in the gig economy
  • Reject Biden rule that requires companies to track emissions through supply chains
  • End Biden’s ESG retirement investment rule
  • Allow liquid natural gas transportation
  • Reverse Biden’s agreement to allow international entities to tax American companies

Protect American Values

  • Appoint the most conservative cabinet and judiciary ever assembled
  • Repeal Executive Orders that require the government to provide abortive services
  • Drop all federal litigation supporting abortion in states
  • Stop funding for any child transgender reassignment procedures
  • Block funding for schools that promote child sexual reassignment:
  • Reinstate protections for religious groups in federal contracting

Protect American Security

Ensure America’s global military dominance: Over the past decade, our adversaries have increased military spending at a rate that far outpaces the United States. Military spending in China, for instance, grew by 134% between 2011 and 2021. During that same time period, U.S. spending on defense increased by only 17%. As we speak, Russia is now expected to double its annual defense spending budget in 2023 alone. When it comes to developing military resources, America can no longer afford to be outpaced by communists and dictators. On Day One, President Pence will require the Pentagon to develop a strategy to surpass our enemy’s military spending growth and require that our defense budget is equal to at least 3.5% of GDP. It is beyond time we not only rebuild America’s Military, but build a military equipped for the 21st century.

End Department of Defense focus on social and transgender programs: The purpose and focus of the United States military should solely be the protection of our country and its citizens. Under President Biden, the Department of Defense has unfortunately become a laboratory for liberal social experimentation. The change in focus is a disservice to the brave men and women proudly serving this nation in the military. President Pence will end the transgender agenda at the Department of Defense on day one. He will stop taxpayer funding for gender transitions and make our goals clear to the men and women protecting this country.

Detain and deport illegal immigrants at the border: According to recent documents made public as a part of a lawsuit against President Biden’s disastrous border policy, it was revealed that Customs and Border Patrol (CBP) released 79,652 illegal immigrants into the country in one month alone (June 2022). This policy encourages a surge at our southern border that has resulted in a human rights tragedy. President Pence will issue guidance to ensure that immigrants illegally crossing into this country are humanely detained and processed at the border.

Reinstate the Remain in Mexico policy: On his first day in office, President Pence will reinstate the successful Remain in Mexico policy that curbed the influx of illegal immigrant caravans making their way through Mexico. Under the Department of Homeland Security policy, individuals who do not initially file for asylum claims in their country of origin will be required to remain in Mexico while their claims are processed instead of being released directly into the United States.

Instruct federal agencies to immediately restart border wall construction: In 2021, President Biden unilaterally ordered the Department of Defense and Department of Homeland Security to cease construction of border protection barriers and cancel contracts for construction of a border wall. This politically motivated decision denied funding to secure our border that had been legally appropriated by Congress. President Pence will immediately restart construction of protective barriers in order to secure our southern border.

Surge resources for law enforcement personnel in higher crime areas: Crime remains one of the most important issues facing Americans today, with murder 24% higher than pre-pandemic levels and motor vehicle thefts more than double pre-pandemic levels. In order to protect Americans at the mercy of violent criminals and ideologues who refuse to acknowledge the basic realities of how to combat crime, President Pence will immediately surge federal resources and personnel to the areas most in need.

Defund district attorneys who put criminals back on the streets: Liberals in major American cities have been working for years to install progressive district attorneys who have abolished cash bail and immediately return violent criminals to the streets. As a result of these efforts, crime has surged in our country’s largest cities. By ordering the Department of Justice to block federal funding for district attorneys who let violent criminals back on the streets, President Pence will begin to reverse these devastating policies and restore law and order in our most vulnerable communities.

End politically motivated Department of Justice investigations: Repeated instances of a two-tiered justice system have shaken the national trust in the America’s judiciary and federal law enforcement officials. Too often, prosecutors and law enforcement agencies appear to be giving special treatment to some Americans while persecuting others who share different political affiliations from the party in power. On day one, President Pence will restore confidence in the federal law enforcement and judicial systems by ordering the Department of Justice to review all current investigations and cease politically motivated prosecutions against Americans.

Lift vaccine mandates on healthcare workers and first responders: Although the Supreme Court struck down President Biden’s unconstitutional COVID vaccine mandate for every American worker, mandates for healthcare workers and first responders were allowed to remain in place. Until just a few months ago, President Biden had a mandate in place that forced some frontline workers to get a vaccine against their will or lose their job. Although the federal mandate is finally gone, many states and localities have mandates in place that punish first responders and make it hard to hire the people that protect our communities. On day one, President Pence will issue an order to freeze funding used to enforce state or local mandates on frontline workers.

Protect American Workers
Freeze non-defense federal spending: President Biden’s unsustainable and unnecessary spending binge has driven inflation to rise by 17% since he took office. That is a direct tax on the paychecks of American workers. In 2021, his first year in office, President Biden spent a record-breaking $6.8 trillion dollars, a 71% increase from the $3.98 trillion spent in 2017. Of that amount, $2.7 trillion was borrowed from other countries like China. President Pence will directly order all agencies to freeze spending at current levels and veto any bill that increases non-defense expenditures.

Reverse Biden energy Executive Orders to unleash American energy: On his very first day in office, Biden took executive action to stop all gas and oil production on public land. From that day until now, this President has made it clear that he opposes the production of affordable American energy. The result of President Biden’s anti-energy policies has been predictably higher costs for American families and more reliance on foreign adversaries. Since Biden took office, electricity has increased by 24% and gas has gone up 60%. Higher prices for energy are passed on to consumers and increase the cost for every product that is grown on a farm, built in a factory, or shipped on a truck.

End work from home for federal workers: Americans around the country have gotten back to work since the pandemic ended and are working to get this economy moving again. Meanwhile, federal employees are still working from home at record rates. According to government statistics, 47% of government employees teleworked in 2021. Federal bureaucrats should be working just as hard as the American workers they are supposedly serving. That’s why President Pence will issue an executive order to get federal employees back to work immediately.

Reinstate rules that protect work for independent contractors in the gig economy: Recognizing the changing nature of work and the growth of platforms that connect workers with customers, the Trump/Pence Administration advanced a rule to simplify and clarify when a worker should be classified as an employee or is effectively in business for themself and should be classified as an independent contractor. The Biden administration is moving to instead weight the test in favor of classifying more workers as employees, dealing a blow to businesses that rely on independent contractors like ridesharing or delivery services. Reinstating the Trump/Pence-era rule would support businesses and job growth by allowing companies flexibility in structuring their labor needs in an evolving economy.

Reject Biden rule that requires companies to track emissions through supply chains: The U.S. Securities and Exchange Commission is moving to require large, publicly traded companies to track and discloses greenhouse gas emissions not only at their own businesses, but also throughout their supply chains. This nod to President Biden’s radical climate agenda would be a burdensome requirement that would require heavy time and resources in order to comply.

End Biden’s ESG investment rule for retirement savings: As part of the Biden Administrations push to force companies to invest in liberal social causes, the Department of Labor recently issued a rule encouraging retirement planners to consider environmental, social, and governance (ESG) factors when making investments for clients. This misguided policy puts the retirement savings of millions of American workers at risk in order to artificially funnel money to Democratic subsidiaries.

Allow the safe transportation of liquid natural gas domestically: Natural gas is a clean burning and abundant energy resource in the United States. In fact, natural gas accounts for a third of all energy used in America. Unfortunately, President Biden has targeted liquified natural gas (LNG) during his war on American energy. The current Administration has sought to limit the use of clean LNG by placing new regulatory restrictions on the transportation of natural gas. These regulations will be lifted on day one to ensure American workers have better access to clean and affordable American energy.

Reverse Biden’s agreement to allow international entities to tax American companies: Treasury Secretary Janet Yellen forged a deal with the OECD – the Paris-based Organization for Economic Cooperation and Development – to effectively target U.S. multinational corporations and tech companies with a global minimum corporate tax of 15%. If the effective tax rate of an American company falls below the global minimum rate, under the OECD framework, foreign countries would be allowed to impose a “top-up” tax on American companies despite the will of Congress. The U.S. should not abdicate any authority to foreign entities or countries.

Protect American Values
Appoint the most conservative cabinet and judiciary ever assembled: As President Pence assembles his cabinet, he will make it his top priority to promote only individuals who oppose abortion and child sexual reassignment.

Repeal Executive Orders that require the government to provide abortive services: The Biden Administration has used executive fiat to encourage abortion and funnel taxpayer money to organizations that end the lives of unborn babies. Any executive actions taken under President Biden to promote abortion through the Department of Health and Human Services will be immediately repealed in keeping with the intent of Congress.

Drop all federal legal support for abortion in the states: On June 24, 2022, the U.S. Supreme Court overturned Roe v. Wade in its Dobbs v. Jackson Women’s Health Organization decision. Since that historic win for the rights of unborn children, numerous states have exercised their constitutional authority to limit access to abortive procedures that kill unborn babies. Those states are now facing costly and unnecessary legal challenges meant to expand abortion. The Department of Justice under President Biden has established a “Reproductive Rights Task Force” for the purpose of assisting those suing states. That task force will be immediately eliminated and efforts to fight state limits on abortion will be abandoned.

Stop funding for any child transgender reassignment procedures: Under President Biden, federal agencies have adopted rules and guidance that promote the use of surgery and chemicals to transition children. Today, the Department of Health and Human Services’ official guidance to medical providers states that “early gender affirming care is crucial to overall health.” President Pence will reverse these misguided policies on day one and make it clear that government health agencies will never advocate for radical transgender ideology. President Pence will also issue Executive Orders directing all agencies to defund any programs that accept federal money and provide surgical or chemical gender reassignment on children in the U.S. or around the world.

Block funding for schools that promote child sexual reassignment: Across the country, public schools are instituting new curricula that promote a progressive transgender agenda to children in grades as low as kindergarten. Often, these lessons are carried out without the consent of parents and administered by teachers who actively encourage students to change their natural born gender. Schools should be a place where children can learn without fear of being subject to oversexualized liberal indoctrination. The Department of Education will issue guidance opposing transgender curricula and begin the process of blocking federal funding for districts that promote transgender education in elementary school.

Reinstate protections for religious expression in federal contracting: Protecting religious liberty and the ability of individuals to actively conduct their lives based on their beliefs is a fundamental role of government under the Constitution. That is why federal contracting rules have long included exceptions that allow men and women to practice their faith and still compete for federal contracts. The Biden Administration recently rescinded rules that protect faith-based employers during the contracting process. This action is a direct attack on individuals and businesses that express their faith. These Biden rules would immediately be repealed and protections for religious expression would be restored.

Putting America’s Families and Values First
Today, American families are under attack like never before. Our cities have descended into lawlessness, our schools teach children to hate their own history, and that boys are girls and girls are boys. Big media, big government, and big business have locked arms to advance this pernicious woke agenda designed to control the way the American people think, what values we can articulate and espouse, and ultimately destroy the American dream. American families are also struggling financially as their wages decline and inflation is at a 40-year high. From the cost of food to energy to healthcare to housing, American families are having to pay more for less. We must turn our Nation around, and it starts with families. As President, Mike Pence will fight to put American families first, and we will do this by recommitting to our conservative values of life, liberty, and religious freedom.

As President, Mike Pence will:

  • Reduce financial burdens for America’s families, including adoption costs;
  • Protect America’s children, especially the unborn;
  • End the war on traditional family values; and
  • Advance universal school choice.

Reducing Financial Burdens for America’s Families, Including Adoption Costs
As President, Mike Pence will grow the economy and rein in inflation by stopping government overspending and place America on a path to a balanced budget. The Pence Administration will also address the rising costs of healthcare and higher education which have skyrocketed as a direct result of government interference. As inflation and government spending come down, so too will expenses for American families. President Pence will work with Congress to permanently extend and expand tax cuts for middle- and low-income families with children, which are set to expire in 2025.

Sadly, high costs associated with adoption in this country often discourage prospective families from choosing adoption. In order to make the process easier for both birth parents and adoptive parents, the system needs to be as simple and affordable as possible. Government agencies like the Department of Health and Human Services should work to consolidate the current web of grants, tax incentives, and direct benefits into a mission-focused grant with the goal of providing no or low-cost adoptions to families across the country. The money for these adoptive programs already exists without new taxpayer spending. For instance, according to their 2022 annual report, Planned Parenthood received $670 million in revenue from “Government Health Services Reimbursements & Grants.” Instead of using that government money to end lives, it should be reprogrammed to help end the costs associated with adoption.

Protecting America’s Children, Especially the Unborn
Mike Pence supports using every tool available to protect our Nation’s children. The fight to restore and protect the right to life did not end when the Supreme Court overturned Roe v. Wade. Mike Pence will work with Congress to pass a 15-week abortion ban to protect unborn children nationwide. This minimum standard is essential to ensure that the lives of unborn children are protected in every state. President Pence will also support the adoption of a constitutional amendment to enshrine the right to life in our Nation’s Constitution.

Ending the War on Traditional Family Values
Decades of big government policies have laid the groundwork for the government to raise our Nation’s children instead of parents. This approach is antithetical to the American way of life. A family is the single best unit to protect children, and we must empower parents over bureaucrats. We’re living in a time when the radical left is advancing its extreme gender ideology in ways that threaten the very fabric of women’s sports and opportunities for women athletes to advance and achieve a level playing field.

Participation in sports should be determined by one’s gender at birth as a matter of fairness and commonsense. With Mike Pence as President, we will preserve and protect female athletic competition by ensuring that sports competitions are between those who share their God-given gender. Mike Pence also supports policies to protect our children from the permanent, life-altering gender reassignment procedures currently promoted by the Radical Left.

In order to protect children, President Pence will issue Executive Orders directing all federal agencies to defund any programs that accept federal money and provide surgical or chemical sexual reassignment on children in the U.S. or around the world. President Pence will also push for a Congressional, national ban on child gender reassignment a priority of his legislative agenda. This ban will ensure that protecting children is the law of the land and cannot be superseded or ignored by radical governors in liberal states.

Advancing Universal School Choice
American families deserve to have the opportunity to achieve the American dream. This means allowing American families the freedom to pursue the best education options to fit their children’s unique needs. Parents must be empowered and have control over how their children are educated. As President, Mike Pence will expand education opportunities for every American family.

President Pence will work with Congress to eliminate the unnecessary Department of Education and return that funding and decision-making back to parents. The $84 billion currently spent by bureaucrats will be returned to states with the one restriction that states taking federal dollars must grant children the flexibility to use their tax dollars at the school of their choice – public or parochial.

American Foreign Policy Leadership
Vice President Pence has made it clear that voters face a stark choice between two distinct visions for the future of the Republican party, and there are few ideological areas where that difference is clearer or more important than foreign policy. Today, too many candidates for the Republican nomination for President have embraced a vision of isolationism and appeasement that will imperil America and strengthen our enemies.

Simply put, appeasement is not a foreign policy. Burying our head in the sand and placating our enemies is a foolish and dangerous strategy. If America abandons the world stage as others have advocated, it will leave a vacuum that will be filled by our enemies and make our country less safe. President Pence will not allow that to happen.

Mike Pence firmly rejects populist foreign policies that are based on ignoring threats to the American people in an effort to avoid any foreign entanglement. Unfortunately, Republican candidates today would allow the enemies of freedom to run roughshod around the world until their tyranny washes up on our shores.

We live in a very dangerous world, and America is facing unprecedented threats. Russia is openly involved in the invasion of its sovereign neighbor, Ukraine and threatening the use of nuclear weapons. Russia’s ally, Communist China, is ramping up military spending at a blistering pace as it prepares to take over the free country of Taiwan. Even the Biden Administration is sending billions of dollars to enemies, who are plotting against us in Iran.

As history has taught us, if America ignores the cold reality of dangers facing our country and allies, our enemies will only be further emboldened. If we allow Putin to successfully take over Ukraine, what will stop him from doing the same to NATO allies like Poland, Estonia, or Latvia? At that point, it will be too late and American commitments will mean that our men and women would be forced overseas.

Peace through American leadership does not mean we have to be the world’s police. America’s interest in foreign affairs is ensuring our continued national security. With clear goals, firm resolve, and the strongest military on earth, America can lead on the world stage without sending American troops into harm’s way. It is far better, cheaper, and smarter to use our power to prevent war than to appease our enemies.

President Pence will implement an aggressive and comprehensive foreign policy plan that will reestablish America’s leadership on the world stage, weaken our enemies, and protect the citizens of the United States. The Pence plan will include the following key policies.

Global Military Leadership
Over the past decade, our adversaries have increased military spending at a rate that far outpaces the United States. Military spending in China, for instance, grew by 134% between 2011 and 2021. During that same time period, U.S. spending on defense increased by only 6.4%. Russia is expected to double its annual defense spending budget in 2023 alone. When it comes to developing military resources, America can no longer afford to be outpaced by communists and dictators. We must commit to rebuilding our military to secure our defenses.

Guarantee that our country spends a minimum of 3.5% of GDP on defense. This floor would infuse an immediate $1.2 trillion in defense spending offset by other cuts. During times when imminent global threats present themselves, that level should be even higher.

Rebuild the Navy and shipbuilding capability. Our country lacks the capacity to build the ships we need to defend ourselves. We need to create long-term shipyard capacity to build the fleet our military experts tell us we need. We must invest in building a fifth military shipyard for the future while working on existing civilian shipyards to meet the Navy’s stated need of 355 ships by the end of the decade.

End wasteful and woke military programs at the Department of Defense. The Department of Defense should not be a testing ground for liberal social experiments or non-mission spending. The Biden Administration’s focus on providing abortions, transgender surgeries, and inclusion training drains scarce DoD resources and takes away from defending our country. These programs should end.

Refill ammunition and weapons production capabilities to rebuild strategic stockpiles. As our military leaders have recently warned, America’s munitions stockpiles are dwindling. President Pence will make it a priority to use additional resources and funds from arms sales to allies to rebuild our national reserves of strategic weapons.

Invest in long-term defense industry infrastructure. As American manufacturing has uprooted over the years and moved abroad, so too has our defense industrial base – leaving us vulnerable to just-in-time overseas manufacturing that could suffer disruptions at critical moments. The Pence Administration will use additional defense resources to ensure our infrastructure can scale to meet all coming challenges.

Combatting China’s Ambitions of Conquest
We must make no mistake that the Chinese Communist Party (CCP) is focused on the eventual goal of world domination and subjugation. Vice President Pence has warned for years that both political parties had turned a blind eye to China’s many abuses on trade, military expansionism, and human rights violations in the misguided hope that China’s newfound prosperity would inevitably lead to liberty. It is time for a realistic view of Chinese ambitions and a tough national security policy that protects our interests against communist aggression.

Sell every necessary weapon to Taiwan. America can deter China by unleashing U.S. arms to Taiwan and immediately clearing the $19 billion backlog in arms sales from America. We must give Taiwan the tools it needs to defend itself before it is too late.

Repatriate American high-tech supply chains. Our nation’s dependence on China for everything from semiconductors to rare earth minerals to batteries is a national security risk. We will repatriate high tech supply chains and accelerate efforts to decouple the American economy from China in essential industries.

Protect American’s online data and tech security. The Chinese Communist Party has engaged in a sophisticated and comprehensive espionage campaign that takes sensitive information from American citizens using civilian online applications. Vice President Pence has reiterated his calls to ban TikTok and other technology owned by the CCP and used to spy on American citizens.

Stop the flow of fentanyl from China. The United States must go straight to the source and actively interdict the flow of fentanyl from China into the Western Hemisphere. Until we destroy the fentanyl supply chain, more American lives will be lost every day. Over 100,000 Americans died in 2021 alone. President Pence will bring charges against Chinese importers and use military force to stop the flow of drugs.

Ban China from purchasing more U.S. farmland. We will protect the integrity of American agriculture by banning Chinese investors from purchasing American farmland. Today, Chinese investors own nearly 200,000 acres of prime American farmland. We cannot allow China to control our food supply.

Stop the Chinese government from circumventing human rights rules. Congress passed the Uyghur Forced Labor Prevention Act in order to ensure that the U.S. did not purchase goods produced with Uyghur slave labor. However, shipments from China under $800 do not meet the threshold for review under the Act, and the loophole needs to be closed to protect human rights.

Supporting Allies Around the World
By supporting and arming our allies around the world, the United States has the opportunity to thwart and contain our foes abroad – without spilling an ounce of American blood. We can use smart power to cultivate alliances that keep America safe without having to risk American lives. Ukraine is the perfect example of how we can weaken adversaries by helping allies. America cannot shy away from protecting allies around the world when it hurts our enemies and keeps the fight from our doorstep.

Continue to provide arms and support to Ukraine until Russia surrenders. President Biden has been far too slow in doling out military aid in Ukraine, slowing Ukrainian momentum and allowing Russia to dig in deeper, ensuring that the war is longer, costlier and deadlier than it has to be. The United States must continue and increase its support for Ukraine until Russia is defeated and expelled. Ukraine has destroyed more than 11,000 pieces of Russian military equipment and inflicted 300,000 Russian casualties according to latest US estimates—all without shedding a single drop of US blood.

Support Israel – America’s most important strategic ally. The Pence Administration will unequivocally provide military support for Israel, our strongest ally and most important partner in the Middle East. Agreements to send billions to the enemies of Israel, like Iran, will be a thing of the past.

Help Taiwan prepare its national defenses. We must help our allies in Taiwan bolster their defense capabilities, including transferring strategic weapons technology, assist Taiwan with developing its own resident cyber offense and defense capabilities, providing F-16s for sale, and conducting joint training, as examples. A policy of strategic ambiguity is useless if Taiwan cannot defend itself.

Use free trade and access to the U.S. economy to strengthen our allies and contain our enemies. Free trade is not a bad word if the United States is using the power of the world’s largest economy to help our friends and isolate our adversaries. We must use bilateral agreements with allies to bolster our security interests overseas.

Protecting the Border
It is impossible for America to demonstrate global leadership when it cannot even control its own borders. Democrats’ embarrassing policies have resulted in an open border and an international humanitarian crisis at our own front door. President Biden’s policies have also created a wide-open pathway for China to funnel deadly fentanyl onto American streets. Protecting our southern border and protecting our citizens must be a cornerstone of our foreign policy. We cannot secure peace if we cannot secure our own borders.

Reinstate the Remain in Mexico Policy. On his first day in office, President Pence will reinstate the successful Remain in Mexico policy that curbed the influx of illegal immigrant caravans making their way through Mexico. Under the Department of Homeland Security policy, individuals who do not initially file for asylum claims in their country of origin will be required to remain in Mexico while their claims are processed instead of being released directly into the United States.

Restart border wall construction. In 2021, President Biden unilaterally ordered the Department of Defense and Department of Homeland Security to cease construction of border protection barriers. This politically motivated decision denied funding to secure our border that had been legally appropriated by Congress. President Pence will immediately restart construction of the wall in order to secure our southern border.

Detain and deport illegal immigrants at the border. According to recently revealed documents, Customs and Border Patrol (CBP) released 79,652 illegal immigrants into the country in one month alone (June 2022). This policy encourages a surge at our southern border that has resulted in a human rights tragedy. President Pence will issue guidance to ensure that immigrants illegally crossing into this country are humanely detained and processed at the border.

Supply National Guard to states and special forces to fight drug dealers. Offer American states access to the National Guard in order to protect the border and leverage American economic power to forge an agreement to send U.S. special forces to eliminate cartels.

Economic and Energy Dominance
In 2010, Joint Chiefs of Staff Chairman Admiral Michael Mullen famously said, “The most significant threat to our national security is our debt.” Since that time, the crisis has only worsened. Today the national debt is $33 trillion or $98,000 per American. Our country now spends 10% of its budget on interest payments which takes money from national defense priorities. At the same time, President Biden’s unilateral war on American energy has taken away one of the most important sources of U.S. power – our abundant domestic energy supplies.

Ensure the U.S. is a net energy exporter. As the war in Ukraine and the energy crisis in Europe have demonstrated, energy is a geopolitical weapon. While President Biden is unilaterally dismantling American energy production, countries around the world are looking for American energy leadership. Under Biden, China is gaining a critical energy foothold around the world while America recoils from the stage. We must produce and export every type of energy to maintain our influence around the world.

Become independent of Organization of the Petroleum Exporting Countries (OPEC). President Biden’s Executive Orders freezing oil leases on federal land were part of a larger war on oil that will make America more dependent on adversaries like Iran and Venezuela for oil in the future. President Pence will immediately take executive action to remove every Biden-era regulation that reduces energy production.

Cut the unsustainable federal debt. The national debt makes us more dependent on foreign countries for money and crowds our investment in our military. Today, we owe $860 billion to China because of our national addition to spending. Only Mike Pence has promised to address the real drivers of our deficit spending and address the debt.

Stop giving China taxpayer money from green energy subsidy programs. Politicians in Washington, led by President Biden, have recently passed billions in taxpayer subsidies for green energy programs, including up to $660 billion alone from the “Inflation Reduction Act.” President Biden is currently allowing those green energy funds to go to China where most batteries are produced. These misguided policies need to be repealed and Chinese firms must be banned from receiving American taxpayer dollars in the name of green energy.

The Spending Limit Amendment
Once elected President, Mike Pence will work with Congress to introduce and pass a Constitutional Amendment that would limit federal government spending to 20% of America’s gross domestic product. Federal spending growth is out of control and shows no signs of slowing down. Our runaway spending spree is driving inflation, making us dependent on our adversaries, and threatening our national security. It is time for a Constitutional Amendment to tie the hands of profligate politicians in Washington once and for all.

Federal spending is out of control.

  • The U.S. national debt is now $33.4 trillion.
  • The national debt is equal to $99,670 per American (335.53 million population).
  • The national debt is equal to $269,671 for every American household (124 million households).
  • The national debt is equal to 124% of our nation’s GDP ($27.063 trillion).
  • The only other time the debt to GDP ratio was above 100% was after World War II (106% in 1946).
  • Since President Biden took office, the national debt has increased by $5.7 trillion or 20.5% ($27.8 trillion on January 20, 2021).

Vice President Pence will change the entire system by fighting for a Constitutional Amendment to limit runaway spending.

The current system in Washington is completely broken. Our lawmakers do not control the majority of government spending. Of the $6.35 trillion the government will spend this year, 73% of federal spending is outside of the control of Congress. That money is on autopilot, being used to pay for either entitlement programs or interest payments on our debt.

It is time for the American people to put limits on Washington’s spending spree. That is why President Pence will work to pass the Spending Limit Amendment to the Constitution. For the first time in American history, this amendment will handcuff politicians and restore fiscal sanity.

  • This amendment would limit spending to one-fifth of the economy.
  • The limit could only be waived by a declaration of war or by a two-thirds congressional vote.
  • Congress would be forced to cut deficit spending or face automatic cuts.
  • Unlike other proposed Constitutional amendments, the Spending Limit Amendment will not incentivize Congress to raise taxes on hard-working Americans who are being crushed by inflation.
  • President Pence will work with Congress to introduce and pass the amendment and campaign across the country until it is ratified.

The antics in Congress this week highlight the fact that Washington is unable to address the crushing spending and debt.

Congress has now ground to a halt because of internal disagreement about government shutdowns, funding the government, and how to cut spending. Sadly, the money that Republicans are quibbling over this year represents only 0.35% of the national debt.

As a Member of Congress, Mike Pence led the fight for real cuts and often fought against his own party to reduce spending. He spent years fighting against the establishment in Washington and has a track record that proves he’s ready to take on the real drivers of our debt.

  • Sponsored the Deficit Reduction Act which offset spending on Hurricane Katrina by cutting $99 billion in entitlement spending.
  • One of only 33 Republicans who voted against No Child Left Behind, which expanded the Department of Education and increased spending by $135 billion.
  • Voted against the $395 billion expansion of government-run healthcare under Medicare Part D.
  • Led the fight to pass the Budget Control Act, which implemented budget caps and cut spending by more than $1.2 trillion. [17][1]

  • October 13, 2023: Pence participated in a USA Today town hall in Exeter, New Hampshire. Click here to watch the town hall.[25]
  • October 12, 2023: Pence filed to run in Nevada's state-sponsored Republican presidential primary, rather than the Nevada's Republican Party-sponsored caucus, meaning he would be ineligible to receive any delegates from the state. Pence said, "We’ll probably have to be a little bit more selective in where we invest resources, and that was the basis of that. But we love Nevada and we look forward to tell our story there in the primary."[26]
  • October 10, 2023: Pence attended Sen. Mitt Romney (R-Utah) and former Rep. Paul Ryan's (R-Wis.) E2 Summit, a donor event in Park City, Utah.[27]
  • October 7, 2023:
    • Pence held campaign events in Mills County, Montgomery County, and Adams County, Iowa.[28][29]
    • Pence issued a statement in response to Hamas' military attacks against Israel, and Israel's subsequent declaration of war. Pence said, "This is what happens when America’s president projects weakness on the world stage, kowtows to the mullahs in Iran with a $6 Billion ransom, and leaders in the Republican Party signal American retreat as Leader of the Free World. Weakness arouses Evil. It’s time to get back to Peace through strength. It’s time to get back to American leadership. It’s time to make sure the terrorists in Hamas and Tehran know… America Stands With Israel!"[30]
  • October 6, 2023: Pence campaigned in Fremont County, Ringgold County, Adair County, and Atlantic, Iowa.[31]
  • October 5, 2023: Pence released a policy proposal for "a Constitutional Amendment to limit runaway spending." The plan said, "This amendment would limit spending to one-fifth of the economy. The limit could only be waived by a declaration of war or by a two-thirds congressional vote. Congress would be forced to cut deficit spending or face automatic cuts."[32]

  • September 30, 2023: Pence campaigned in Albia and Centerville, Iowa.[33][34]
  • September 27, 2023: Pence participated in the second Republican presidential primary debate in Simi Valley, California. Click here to read a summary of his statements.
  • September 21, 2023: Pence released a policy memo criticizing Donald Trump's (R) tariff policy. The memo said, "President Trump has proposed an across-the-board, 10% tariff on all imported goods that would erase the benefits of tax cuts and increase inflation at the worst possible time. [...] Trump's tariffs are flawed foreign policy that would punish our allies and reward adversaries like China."[35]
  • September 18, 2023:
    • Pence delivered remarks about foreign policy at the Hudson Institute in Washington, D.C..[36]
    • Pence released a policy plan titled "American Foreign Policy Leadership." The plan said, "Simply put, appeasement is not a foreign policy. Unfortunately, Republican candidates today would allow the enemies of freedom to run roughshod around the world until their tyranny washes up on our shores."[37]
  • September 16, 2023: Pence attended the Jasper County, Iowa, Republican Party Annual Trap Shoot.[38] Pence also spoke at the Iowa Faith & Freedom Coalition Town Hall in Des Moines, Iowa. Click here to view his remarks.[39]

  • September 13, 2023: Pence participated in a televised NewsNation town hall in Des Moines, Iowa.[42]

    • Pence wrote an op-ed for Fox News titled "On September 11, we pay a debt of honor." Pence wrote, "Isolationism does not make America safer. Isolationism only makes America, and the world, a more dangerous place. If America were to step back from her leadership role on the world stage, it would create a vacuum that China, Russia, and other hostile nations would be more than happy to fill. And those nations would seek to recreate the world in their own image: more totalitarian, more antagonistic, less concerned with human rights, and less free."[45]
  • September 6, 2023:

This growing faction would substitute our faith in limited government and traditional values for an agenda stitched together by personal grievances and performative outrage. [...] That isn’t a trade I am willing to make. I am an unapologetic conservative who believes that strong national defense, limited government and traditional values must guide our nation as much today as they have guided our party for the past 50 years."[48]

But secondly, despite what the former president and his allies have said for now more than two and a half years, and continue to insist to this very hour, the Georgia election was not stolen and I had no right to overturn the election on January 6."[62][63]
    • Pence released his federalism policy. Pence said he would "Eliminate the Department of Education and give education dollars directly to states that provide school choice," "on housing, highways and welfare, we’ll give states the money with no strings attached," and "Repeal Obamacare Mandates and Give States the Power to Implement Health Care Assistance Programs."[64]
