Laws governing ballot measures in Virginia

The Virginia General Assembly may place measures on the ballot as legislatively referred constitutional amendments and legislatively referred bond measures. A simple majority vote in each chamber during two successive legislative sessions with an intervening legislative election is required to refer an amendment to the ballot. A simple majority in each chamber during one legislative chamber is required to refer bond measures to the ballot. Bond measures require the signature of the governor to appear on the ballot.
