Laws governing ballot measures in Pennsylvania
The Pennsylvania State Legislature may place measures on the ballot as legislatively referred constitutional amendments, legislatively referred state statutes, and legislatively referred bond measures. Referred amendments require a simple majority vote from each chamber during two consecutive legislative sessions, while statutes and bond measures require a simple majority vote in one legislative session. Statutes and bond measures require the signature of the governor to appear on the ballot.
