Citizens of North Dakota may initiate legislation as constitutional amendments and state statutes. In North Dakota, citizens also have the power to repeal legislation via veto referendum. Citizens also have the power to place a constitutional convention question on the ballot via the initiative process.

The North Dakota State Legislature may place measures on the ballot as legislatively referred constitutional amendments. Referred amendments require a simple majority vote in each chamber during one legislative session to be placed on the ballot.
