Citizens of Massachusetts may initiate legislation as indirectly initiated constitutional amendments and indirectly initiated state statutes. In Massachusetts, citizens also have the power to repeal legislation via veto referendum.

The Massachusetts General Assembly may place measures on the ballot as legislatively referred constitutional amendments and advisory questions. A simple majority vote in two successive joint legislative sessions is required to refer an amendment to the ballot, while a simple majority vote in each chamber during one legislative session is required to place an advisory question on the ballot.
