Laws governing ballot measures in Kentucky
The Kentucky General Assembly may place measures on the ballot as legislatively referred constitutional amendments and legislatively referred constitutional convention questions. Amendments require a 60% vote in each chamber during one legislative session to be referred to the ballot, while constitutional convention questions require a simple majority vote in each chamber in two successive legislative sessions to be referred to the ballot.
