Illinois

Citizens of Illinois may initiate constitutional amendments to amend Article IV of the Illinois Constitution. In Illinois, citizens do not have the power to repeal a law via veto referendum.

The Illinois State Legislature may place measures on the ballot as legislatively referred constitutional amendments, legislatively referred bond measures, and advisory questions. Referred amendments require a 60% supermajority to be placed on the ballot.
