Laws governing ballot measures in Hawaii

The Hawaii State Legislature may place measures on the ballot as legislatively referred constitutional amendments. Referred amendments require a two-thirds (66.67%) vote from each chamber during one legislative session.

The Hawaii Constitution requires a constitutional convention question to automatically appear on the state's ballot after a period of nine years if no question calling for a constitutional convention has appeared during that time.
