Biography
James Macauley was born in San Francisco, California. He earned a bachelor's degree from San Jose State University in 1977.[1] Macauley's career experience includes working as an accountant.[2]

|I'm a retired accountant. I received a BS Degree from San Jose State University in 1977: Double Major: Finance & Economics. I worked in the Hi-Tech industry for 10 years before starting my own consulting practice, providing Financial, Operational, Administrative and Sales Services. Father of three, I believe America's mission is still all about building a culture of Self-Governance for ordinary people. Freedom, Faith, Family, Fraternity, Fidelity ... Funded by American Capitalism. These are the values that historically bound us together ... and I believe can still unite us today ... as one people and one nation under God. And for my money, that's all it takes to be a "True American" ... of every race, gender, color or creed. Having heard my views on the Tax Structure, people often ask me if I'm a Republican or Democrat. My response is always the same, "Does it matter?" I'm a registered Republican and a Conservative. But, more importantly I'M A TRUE AMERICAN with a "Hopeful Vision of what America can still become" ... a vision that one day in the near future we can drop all the qualifiers that were created by political interest groups to divide us ... and simply say "I'm an American" ... and that will say all that needs to be said. How about you? Are you also a True American with a hopeful vision of a far better future? If not, maybe I can help you with that. If so, perhaps my Business Plan ... "The 70/70 Proposition" is just the plan to get us there.
- Consistent with the Taxation Agreement made with the American people in 1913, every worker, Rich or Poor, effective 1/1/23 shall receive $120,000 of their income federally tax-free. This reduces the taxes of 43 million taxpayers to "0"
- Consistent with 1913 Tax Agreement, effective 1/1/23 workers may convert 15.3% Employer/Employee Payroll Tax on up-to $120,000 of income into "Mandatory Tax-Free Savings" increasing the Investment Capital for 70% of workforce by up-to $18,360.
- Consistent with the 1913 Taxation Protocols, as intended all federal taxes on income beginning 1/1/23 shall be paid by the top 20% of American income earners. "Noblesse Oblige": With great wealth comes great responsibility ... beginning with taxes.
While I have well developed views on the steps, both strategically and tactically, that America's political leadership should be taking today at the Federal, State and/or Local level to address the issues of ... Inflation, Public Safety, Education, Homelessness, Term Limits, Trading Bans, Net Worth Disclosures , Student Debt, Immigration, National Sovereignty, Border Security, Energy/Resource Independence and the Recalibration of our National/Global Interests particularly as they pertain to China and Russia …
… as your Congressman … “To Right This Ship Domestically"
I believe our first priority as a nation "MUST BE" to reduce the taxes paid by working Americans in-order-to:
1. increase their Disposable Income by reducing wherever possible the taxes they are today forced to pay at the Federal, State and Local Level
2. increase their rightful share of the growth and prosperity of the country these working Americans are in fact responsible for building and maintaining … by doing what?
… by simply giving every worker in America from a very young age another "Choice" about how and where … THEIR MONEY ... their Payroll Taxes ... their “Mandatory Retirement Savings" is invested throughout their career.
My Goal: Turn every worker in American at the age of 16 into a "Working Capitalist" so they then have the opportunity by the time they retire to also be Financially Independent and living the American Dream.
Abraham Lincoln. We share the same birthday ... February 12. We call him "Honest Abe". For those who would today argue he was an imperfect man ... the question is ... who isn't? "Let he who is without sin cast the first stone" We are all imperfect ... A man of great purpose Lincon was also a man of great faith. Like Washington, Jefferson and Roosevelt, enshrined there together forever atop Mt. Rushmore ... Lincoln ... along with these giants of American history ... each made their own individual mark on not only who we were then ... and what we are today ... but also on what with God's help ... we might one day still become .. . in that struggle as one people to yet create that more perfect union ... Lincoln's most famous speech ... "The Gettysburg Address" was only 271 words long and took less than three (3) minutes to give. Applauded by those in the northern press who loved him .... derided as weak by those whose sympathies lay with the South ... it was an important speech with a profound message and in that reckoning he took great solace ... I could have selected any one of several excerpts from the Address to answer the question ... "Why Lincoln?" ... I chose these for this time ... "we here highly resolve that these dead shall not have died in vain, that this nation under God shall have a new birth of freedom, and that government of the people, by the people, for the people, shall not perish from the earth." ... I'm pretty sure one can't say it any better than that.

Domestic: Spurring Economic Development, Managing Federal Spending , Reviving/Restoring 1913 Taxation Protocols, Reducing Cost of Living, Increasing U.S. Self Sufficiency, Reestablishing Law and Order, Regaining Control of Public Schools, Resolving Issues of Illegal Immigration, Confronting Drug Epidemic, Administering to Homeless, Reducing Wealth Gap Ratio.
International: Coming to terms with and then effectively managing "The Axis Of Chaos": China, Russia, Iran & North Korea.
¹Long overdue. In honor of Speaker Pelosi and Senator Feinstein .. both from the California Bay Area where I grew up .., even have a name for the proposal. I refer to the legislation as "The PELSTEIN AMENDMENT ... House: Five-2-Year Terms: Senate: Two -6 Year Terms; President: Two - 4-Year Terms (the law today) Supreme Court/Federal Judges Mandatory Retirement Age 80.
It depends on what one is compromising.
