This page provides information on the number of initiatives filed in each of the states with an initiative or referendum process. The number of initiatives filed is recorded on the first of the month.

A filed citizen-initiated ballot measure includes:

  • Initiatives that have been filed for a ballot in 2023;
  • Initiatives that were filed but later withdrawn, missed a deadline, or failed to make the ballot;
  • Initiatives that were filed for a ballot in 2023 but ended up qualifying for a later ballot;
  • Initiatives for which multiple versions were filed, with each version counting as an initiative; and
  • Initiatives that qualified for a ballot in 2023 during a previous year.

A filed citizen-initiated ballot measure does not include:

  • Initiatives filed in 2023 for a ballot in a future election year;
  • Measures that are not citizen-initiated, such as legislative referrals; and
  • Proposals that have been discussed but not filed with officials.
